They cannot,

however, as already stated, be indifferent

to the fact that the situation must remain

unsatisfactory so long as the convention is,

unsigned by Austria-liungary and the consider-

ations arising from her abatention are bound

to influence then. But they feel that they

would nevertheless be justified in ratifying,

if they could receive a definite official

assurance from the Austro-ungarian GoTom-

ment that signature by them is really going

to take place,

This point then being made clear, it

remains to examine the nature of the invita-

tion of the Government of the otherlands

and to consider more closely the exact pur-

pose of the forthcoming Conference.
